Stop and shop+ bays give 30 minutes free, but only if you register with PayByPhone. Rates then run 20p to £5 an hour by emissions band, and 13 CPZs work Sunday.

The single most expensive misunderstanding about parking in Ealing is this: the free short-stay bays are still free, but only if you tell PayByPhone you are there.

Ealing replaced its old stop and shop bays with stop and shop+ across the borough through autumn 2025. You get 30 minutes at no charge. You must register the session first, by app, by phone or at a PayPoint terminal in a shop.

The council’s own FAQ is blunt about what happens if you do not: “If you park in a Stop and Shop+ bay and don’t register your stay, you may receive a Penalty Charge Notice.”

It applies even for a two-minute stop. The FAQ has a question for exactly that, and the answer is yes, you still have to register.

Stop and shop+: where it applies and what to do

The scheme rolled out in six phases and enforcement is now live everywhere. The council’s own timetable, published in its FAQ document dated 18 November 2025:

To register, you need your registration number and the location code printed on the sign. Three ways to do it:

  • the PayByPhone app
  • by phone, usually 0330 400 7275, but the number on the sign is the one that counts
  • at a PayPoint terminal in a local shop, which is the option if you do not use apps

Stay longer than 30 minutes and you pay the standard hourly rate from the sign. Blue Badge holders are exempt from the registration requirement.

The change was made under a Traffic Management Order, consulted on for 21 days from 23 April to 14 May 2025.

Everything is free on bank holidays

This is the best-value fact on the council’s parking pages and it is buried in a paragraph about tariffs. In the council’s own words, “all on-street and off-street locations are free on bank holidays”.

The council’s Christmas notice bears that out. Free on Christmas Day, Boxing Day and New Year’s Day were:

  • all council car parks
  • pay and display bays
  • phone parking bays
  • visitor parking in resident bays within controlled parking zones

Two things are not suspended. Bus lanes and moving traffic restrictions keep running, apart from on Christmas Day. And yellow lines, loading bays and other prohibitions stay in force throughout.

The next bank holiday is Monday 31 August 2026.

The council’s car parks

Fourteen car parks, with their PayByPhone codes, bay counts and hours. Ealing charges by vehicle emissions rather than a flat rate, so the price you pay depends on what you drive. The rate bands are in the next section.

Three notes on that list.

  • Southall Market car park is temporarily closed for development. The council’s tariff table still lists it, with a footnote.
  • Two more sites appear only in the tariff table, not the car park list: Dean Gardens (37217) and Northolt Leisure Centre (37582).
  • Most car parks have a 1.98m (6ft 6in) height restrictor. Springbridge Road and Herbert Road are the multi-storeys; Springbridge is not open 24 hours despite the long window, closing at 23.59.

What it actually costs, and a warning about the council’s own page

Ealing prices parking by CO2 band and adds a surcharge for older diesels. There are four CO2 bands:

The NOx charge is added to diesel vehicles built before the Euro 6 standard came in. If the DVLA data does not recognise your vehicle, the council charges £1.40 an hour.

  • Hourly rate 2, daily rate 3: Perivale Station.
  • Hourly rate 2: Springbridge Road, Monday to Saturday. No hourly payment on Sunday. No all-day parking Monday to Friday; daily rate 1 on Saturday and daily rate 8 on Sunday.
  • Hourly rate 2 weekends only, daily rate 1: Perceval House. No hourly or all-day payment Monday to Friday, when it is a permit car park.
  • Hourly rate 3, daily rate 3: Featherstone Terrace, George Street, Greenford Broadway, Norwood Road 1.
  • Hourly rate 3, daily rate 4: Southall Market, currently closed.
  • Hourly rate 4, daily rate 5: Arden Road, Dean Gardens, Herbert Road, Maitland Yard, Salisbury Street, South Ealing Road, Witham Road.
  • Hourly rate 1, daily rate 7: Northolt Leisure Centre.

Now the warning. The council’s car park page prints two sets of prices that do not agree with each other, and we could not find a published tariff order to settle it.

The summary column against each car park gives ranges that are consistently lower than the rate tables on the same page. Featherstone Terrace is described as “between 84p and £1.60 per hour”, but the table puts it on hourly rate 3, which runs from £1.10 to £2.20. Arden Road is described as “between £1.05 and £2.10”, but the table puts it on hourly rate 4, which runs from £1.25 to £2.50. The pattern holds across every priced car park, and the summary figures work out at roughly 84 per cent of the table figures, which reads like a set of superseded prices left in place.

The rate tables also carry an obvious typo: hourly rate 3, CO2 band 3, prints “£173” where the identical row above it gives £1.73.

We have used the rate tables above because they are the ones that carry the emission detail. Check the price on the sign or in PayByPhone before you pay. Ealing does not publish its parking fees anywhere else, and the annual reports on its download page stop at 2022/23.

Free parking, and the traps

  • Bank holidays. Every on-street and off-street location, free.
  • Stop and shop+ bays. 30 minutes free, but only if you register.
  • Perceval House car park, Longfield Avenue W5 2UQ. Free to the public after 6pm on weekdays. It reverts to charging 8am to 6pm on Saturday and Sunday.
  • Singapore Road, W13 0RJ. Free, but it is two disabled bays and nothing else.
  • Motorcycles. Free on-street in a designated motorcycle bay, and free where the sign says “pay at machine” or “pay by phone”. In car parks they are only free in a designated motorcycle bay, so a motorcycle in an ordinary bay pays.
  • Springbridge Road on a Sunday. No hourly payment is offered at all. It is daily rate 8 or nothing, which starts at £3.25.

Controlled parking zones: the 13 that run on Sundays

Ealing has 62 controlled parking zone pages, and the operating hours are wildly different between them. Some are two one-hour windows a day. Some run 8am to 10pm, seven days a week. The council does not publish them in one place, so we read all 62 pages on 24 August 2026.

A further ten zones run on Saturdays but not Sundays: C (Zone C only, 10am to 4pm), EE Brentvale, HTC Hanwell Town Centre, KK The Vale Estate, MM1 Friars Green The Drive, N Northfields, NN Drayton Green, S South Ealing, T1 The Vale and U Green Man.

Zone A in Central Ealing is the one to watch on a night out: Friday and Saturday it runs until 11pm, and Monday to Thursday until 7.30pm.

At the other extreme, more than half the zones are commuter-deterrent zones with two short daily windows. Zone Q at Greenford Station, for instance, is only controlled from 10am to 11am and 2pm to 3pm, Monday to Friday. Miss those two hours and the street is unrestricted.

Resident permits: priced on your emissions

A resident permit in Ealing is priced by CO2, in 13 bands, then adjusted. The council moved from four bands to 13 on 7 April 2025.

Then the adjustments, and all that apply are added:

  • NOx charge, +£55, on diesels built before 2015
  • Electric vehicle discount, −£20, fully electric only, not hybrids
  • Additional vehicle charge, +£60, multiplied by the number of other vehicles already permitted at the address

There is a jump worth noticing between band 5 and band 6: £70 to £120, a £50 step for 1g of CO2. Everything below 101g per km is in the cheap half of the table.

If the DVLA and manufacturer data do not recognise your vehicle, you are put in emissions band 4 and given the NOx charge, which is the most expensive combination. If you think the NOx charge is wrong, the council will refund it on production of a full V5C, emailed to parkingservices@ealing.gov.uk.

Visitor permits are bought through PayByPhone once the council has verified your address: £1 for one hour, or between £1.60 and £6 for a day, depending on how long your zone is controlled for. Visiting vehicles must be under 1.83m wide and 3m high.

Blue Badge holders

Ealing is generous compared with many London boroughs. With a valid Blue Badge you can park free and for unlimited time, unless a sign says otherwise, in:

  • disabled bays
  • pay and display bays
  • council-managed car parks
  • free bays, including stop and shop bays
  • resident bays

You can also park on a single or double yellow line for up to three hours, as long as there is no loading ban and you are not obstructing anyone.

Two limits. Maximum stay restrictions still apply inside the council’s car parks, so use a clock to show when you arrived. On-street pay and display, pay by phone and permit bays have no maximum stay for badge holders.

You also cannot use permit-holder-only bays reserved for specific users, loading bays, taxi bays or doctors’ bays.

Blue Badge holders also have an exemption from the borough’s low traffic neighbourhood barriers, which has to be applied for.

Station parking: there is essentially none

If you are looking to drive to the train, the answer in Ealing is mostly no.

  • Ealing Broadway has no parking spaces and no accessible parking spaces, per National Rail.
  • Southall has no parking spaces and no accessible parking spaces.
  • Hanwell has no regular parking spaces, and four accessible spaces.

The nearest thing to a commuter station car park is the council’s own Perivale Station car park. It has 100 regular bays on hourly rate 2, with a season ticket at £500 a year or £200 a quarter.

For Ealing Broadway, Springbridge Road multi-storey is the de facto option. A season ticket is £750 a year or £300 a quarter, and it does not sell all-day parking Monday to Friday.

The increases were set by the London Councils Transport and Environment Committee and approved by the Mayor of London, and added £30 to each. Net revenue from penalties has to be reinvested in traffic and transport schemes, which in London includes the Freedom Pass.
